  1. Preheat oven to 350. Have all ingredients ready.
  2. In a mixing bowl mix both sugars and melted butter, Add sour cream.
  3. Next add eggs, vanilla, and salt, mix.
  4. Now add melted semi-sweet chocolate.
  5. Fold in cocoa powder and baking soda until combined, then add flour .
  6. Fold in chocolate chips.
  7. Line 9×13 inch pan with parchment, pour in batter, smooth out and sprinkle with toffee. Bake 45 minutes.
